Dr. Elvis is a certified accountant of the Institute of Chartered Accountants of Nigeria (ICAN), currently serving as Chief Accountant with the Bursary Department, University of Nigeria, Nsukka. He also holds a certified member of the Chartered Institute of Taxation of Nigeria, Chartered Institute of Loans and Risk Management, and a Professional Member of the Financial Reporting Council of Nigeria. He holds a Bachelor of Science (B.Sc) Degree in Accounting, Masters of Business Administration (MBA) Degree in Management, and Doctor of Philosophy (Ph.D.) Degree in Management.

Dr. Ozoadibe served as Procurement Officer for a World Bank Funded Project, IDA Credit No. 4304 Uni, valued at $4,500,000,000.00, which was implemented at the University of Nigeria from February 2008 – June 2013. Dr. Ozoadibe also served as Assistant Finance Officer on another World Bank Funded Project, valued at $610,980.00, and a European Union-funded project valued at $581,743.00 which was implemented at the University of Nigeria from October 2008 to February 2011 and October 2013 to September 2016 respectively. He acquired experience and developed international grant management skills, financial reporting for international grants, grant procurement and is proficient in the use of several accounting software such as Peachtree, Quickbook, and SAGE AccPac 300 ERP (Financials), which is the accounting software currently in use at the University of Nigeria, Nsukka.

Dr. Ozoadibe held previous roles as Head of Bank Reconciliation Unit, Head of Final Accounts and Research Funds Unit, Head of Electronic Payment Unit, Head of Staff Loans and Advances Unit, Head of the Pension Fund Division and Capital Project Unit.
